Intention Hierarchy
Problem To encourage individuals' responsibility for their own competency and carrier development.
Context The organisationen's management style leads to that from every employee  more responsibility and participativeness is required. 
The organisations development is curbed by employees not taking these actions.
Forces Independant employees may pose many more questions which can cause discomfort for managers.
Solution Competence profiles for job positions that are "growth" positions  are made easily available for interested employees on the company intranet. Individuals are personally responsible for maintaining their own CV on the Intranet. 
Employees need to be educated about the "performance appraisal discussion" and the formulation of objectives, so as to to be able to share the responsibility in actively participating in formulating their own development goals.

Rationale The solution provides the individual with the tools for taking responsibilty for their own development.
Consequences As a consequence of  employees having responsibility is that the individual's competency can be utilized in a better way and increase  flexibility in the organisation
