Intention Hierarchy
Problem How to estimate the discrepancy between existing competency of a certain type and the needed competency of that type.
Context An organisational unit (company, division, business area, group, etc.) has from the business goals derived  needs for competency of a certain type. 
Forces The organisational unit has easy access to information about the competency of each individual.
The need must be formulated in the same terms as available competency.
Unclear business goals hinder the analysis.
Solution To measure available and needed competency in quanititative and qualitative terms.

Rationale Just-in-time access to necessary competency is a critical success factor for ESI companies which operate in a deregulated market. 
Consequences The organisational unit will be able to achieve a work-force which fits planned needs.
