Intention Hierarchy
Problem To create meeting places for the exchange of knowledge in terms of an infrastructure and organisation which support co-operation between individuals.
Context The organisation's way-of-working and organisation do not support knowledge sharing between individuals in a natural way. There is a need for explicit actions to achieve the synergy effects from knowledge sharing.
Forces The extent to which individuals and organisations are willing to be influenced by their environment.
Solution To create a knowledge sharing structure entails two types of measures, changing work practices and changing working conditions. The former is by introducing networking practices, teamwork practices and a groupware system while the latter entails introducing flexible working hours and offices as well as encouraging spontaneous knowledge exchange.

Rationale Opportunities are created for individuals to meet in a wide range of ways so that knowledge can be shared.
Consequences The organisation creates explicit and permanent structures for the transferal  of knowledge and information
