Intention Hierarchy
Problem To understand what "available competency" is and how it relates to other concepts
Context In the area of competency planning and management the concept of "available competency" is central. The various facets of the concept is not always understood or agreed upon by the various decision-makers.
Forces Amongst individuals and organisational units there may be different understandings and meanings regarding central concepts.
A conceptual model is not always easy for all to understand.
A common conceptual framework provides for a common framework for communication, understanding and decision-making.
Solution The solution is a concepts model showing the relationships between the the most important concepts related to the availability of competency.
The main parts of this description are that the availability of competency is matched against competency needs. Organisations and individuals can have competence, with the latter either being employed or potentially employed.The employed individuals are either worling or on leave. Employees who are working are having their competency developed or wound up. An important characteristic for those employees who have certain competencies is that they are accasable. Aspects of accessability are a disposition to change job position, a disposition to accept change, a disposition to relocate and a disposition to develop themselves.

Rationale It is necessary to clarify the terms and concepts involved with the availabilty of
competency. This improves the quality of the communication process, as well as
presents aspects which may previously have been only implicitly recognized. 
Consequences Management will be able to make more informed decisions because they will be
better informed about all the aspects pertaining to the availability of competency.
