Intention Hierarchy
Problem The company should be able to plan for unpredictable competency needs.
Context In a deregulated ESI market, future competency needs are less predictable. This means that  ad-hoc needs, such as new customer needs, urgent project needs, replacement of lost  key competence and needs due to other external ad-hoc influences, cannot all be predicted in the strategic business plans.
Forces Too much planning may hinder creativity. 
A lack of flexibility will hamper the potential for growth into new markets. 
Some decisions in the ESI sector are dictated by the state, which are difficult to anticipate.
Solution Create a process with information support that will quickly analyse competency needs and match the needs with available competence within and outside the organisation. This implies the following actions: 
  • defining the competency needs
  • analyse available competency within your own organisational unit
  • identify need for new competency
  • take action to supply the needed competency
    • search for known available competency externally, outside your own organisational unit
    • extend the search to new sources
    • re-negotiate the business contract and create emergency plans to develop new competency 
  • create feedback for next year's strategic planning

Rationale It is necessary to explicitly describe the way in which these situations need to be dealt with, so that there will be high quality solutions each time. 
Consequences The company gains increased flexibility in its dealing with competency issues which leads to quick and effective acquisition and winding up of the required competence.
