Intention Hierarchy
Guidelines The body of this pattern is a conceptual model showing the three processes to be introduced at the lower part of the model, two of them being part of existing processes.The upper part of the model shows other components and their relationships that need to be understood in order to successfully implement, the processes. 
To implement the processes,  a committe should be set up of representatives of the top management as well as the business area level. The committee should include HRM experts as well as experts regarding the core business and production activities of the company.
This committe should investigate essential problems of the current state HR Planning system and set aduquate goals for the future state system.
Care should be taken to develop an adequate HR measurement system with quantiatative indicators for personnel and leadership performance (see also pattern HumanResourceMeasurementConcepts).
The measurement system should be "balanced": a few essential indicators should be used at the top company level. The number of indicators used may increase at lower company levels.
The process must ensure a disciplined and periodic collection of indicator data, at the individual as well as at organisational unit levels. The process must also ensure that measurements are used, followed up, and that appropriate actions are taken for the company and its employees.
